    Description: 3L Students ONLY PREREQUISITE: Introduction to Federal Taxation (7034) Students will work 12 hours per week in four-hour blocks in the District Counsel's of the Internal Revenue Service under the direction of the District Counsel or another lawyer in his office. The Chief Counsel's office provides legal advice on a broad range of matters to the Office of the Commissioner of Internal Revenue, and represents her in the United States Tax Court. This is carried out in the field through the District Counsel's Offices. According to IRS guidelines, student externs in the District Counsel's Office may not be simultaneously employed in a job that results in a conflict of interest, an apparent or potential conflict of interest. The District Counsel has interpreted this to mean that the student may not work for another firm or organization (other than the law school) in any legal capacity during the internship. Under this policy, the student may not participate in the Tax clinic simultaneously with the externship.     Description: 3L Students ONLY PREREQUISITE: Labor Law I (7036) Students participating this program will serve as externs in the Region IV office of the National Labor Relations Board (NLRB) in Philadelphia. Attorneys on staff at the regional office will supervise student-externs. Each extern will be required to spend twelve (12) hours per week at the regional office. Externs will participate in the work of the practice cases, processing representation cases, conducting representation elections, investigating challenges to ballots and objections in election cases, legal research, and attending hearings in unfair labor practice and election cases. In addition, each extern will be required to meet periodically with the Law School supervisor and to submit a written report, toward the end of the semester, to the supervisor in which the extern will describe and evaluate the externship experience. Grading will be on a pass/fail basis. Their supervising attorneys will evaluate students; however, the final grade will be the responsibility of the Law School supervisor. Students interested in the NLRB Externship for the fall semester must provide Professor Cannon with a current transcript and resume not later than March 20th; those interested in the spring semester must provide him with those materials not later than September 20th.     Description: PRE/COREQUISITES: Advanced Criminal Procedure (7004) Evidence (7024) 3L Students ONLY in fall semester. 2L & 3L in spring. ***Students selected by the law school to participate in the externship must then pass a federal government security clearance. Students participating in this program will serve as externs in the United States Attorney's Office for the Eastern District of Pennsylvania. Student- externs will be supervised by Assistant United States Attorneys in that office, and each extern will be required to spend twelve (12) hours per week at the office. They will participate in the work of the office, including investigation and prosecution of criminal cases and representing the United States Government in civil cases. In addition, each extern will be required to maintain a journal of experiences and work done in the externship, to meet bi-weekly with the Law School supervisor, and to evaluate the externship in writing at the end of the semester. Students must obtain federal clearance to participate in this externship. As a result, students must register no later than June for the Fall semester and September for the Spring semester in order to complete the clearance process in a timely manner. Registration is on a first-come-first-served basis, on NOVASIS. The supervising attorneys will evaluate students; however, the final grade is the responsibility of the Law School supervisor.     Description: This externship provides students with the experience derived from working as law clerk externs in the chambers of state and federal judges in eastern Pennsylvania, Delaware, and New Jersey. It is also intended to improve the students' skills of case analysis, statutory analysis, legal research and legal writing, as well as their grasp of procedural rules and substantive law principles. Student- externs will be supervised by the judges and their law clerks. Each student will be required to spend 168 hours a semester at the courthouse (approximately 12 hours a week in the fall or spring semesters or 21 hours a week for eight weeks during the Summer), unless other arrangements are made with the supervising judge. In addition, students will be required to meet periodically as a group with the Law School supervisor. This classroom component will provide students with an opportunity to discuss the progress of the externship, raise ethical issues, and learn more about the judicial process generally. Each student will be required to submit time sheets to the Law School supervisor on a bi-weekly basis, which will set forth the hours that they worked for the judge and describe in general terms the work performed. Students also will be required to complete at least one written project for the Judge during the semester, such as a bench memo or draft opinion-in order to receive credit for the course. Grading will be on a pass/fail basis. Although students will be evaluated by the supervising judges, the final grade is the responsibility of the Law School supervisor. Enrollment will be limited by the number of judges that participate in the program. A list of judges participating in the program will be posted and forwarded to students by E-mail. Students will then have the opportunity to apply to work with a particular judge by submitting a resume and transcript to the Law School supervisor. A student who receives an invitation from more than one judge to extern must accept the first offer.     Description: 3L Students ONLY PREREQUISITE: Administrative Law (7002) *In the event that applicants for this externship exceed the limited number of spaces available, preference will be given to those students who have also taken Environmental Law (7021) Students participating in this externship will serve as law clerks in the Southeastern Regional Counsel's office of the Pennsylvania Department of Environmental Protection (located in Conshohocken). Attorneys in the Regional Counsel's office will supervise the student-externs. Each extern will be required to spend 12 hours per week at the Regional Counsel's office. The duties of the extern will include legal research and participation in investigation, permitting, and enforcement matters in various areas of state environmental law. Each extern will be required to meet periodically with the law school supervisor and to submit a written report, at the end of the semester, in which the extern will describe and evaluate the externship experience. Grading will be on a pass/fail basis. Their supervising attorneys will evaluate students; however, the final grade will be the responsibility of the law school professor.     Description: PRE/COREQUISITE: Advanced Criminal Procedure (7004) Students must have completed three semesters of law school to be eligible for this externship. Priority for this externship is given to third year students. Regardless of how many semesters a student may work/volunteer at the Philadelphia District Attorney's Office or any other District Attorney's Office, that student may only participate in a District Attorney's Externship (and receive Law School credit) for one semester. Students must purchase a copy of the Pennsylvania Criminal Code. Participating students must obtain student practice certification. Application found at click here. Participating students will serve as externs in the Philadelphia District Attorney's Office and will work with the Municipal Court Unit. Typically, students represent the Commonwealth in preliminary hearings and misdemeanor trials, under the supervision of Assistant District Attorneys. Each extern is required to spend at least twelve (12) hours per week working at the District Attorney's Office. This time includes a mandatory weekly class session conducted at the District Attorney's Office every Wednesday from 3-5 p.m. Two full-day orientation sessions on two Wednesdays early in the semester are also required. In addition, each extern must maintain a journal of his/ her experiences and meet every other week with the Law School faculty supervisor. The externship is graded Pass/Fail. The supervising attorney at the District Attorney's Office will evaluate each extern.     Description: The SeniorLAW Center is a public interest/pro bono legal services and community legal education organization focusing on providing legal services to the elderly. Primary areas of service include cases involving financial exploitation, protection against abuse, home ownership, landlord/tenant disputes, wills, powers of attorney and advance health care directives, child custody for grandparent caretakers, and consumer problems. The SeniorLAW Center s primary focus is on individual legal representation. The SeniorLAW Center also conducts community legal education workshops throughout Philadelphia to thousands of seniors each year and provides professional training to others working with the elderly, including hospital and medical personnel, law enforcement, and social service providers. Students will be involved in client intake and interviews (both by telephone and in person), handling a small case load, assisting attorneys with more complex litigation, drafting legal documents, including wills, powers of attorney and living wills, creating new community education materials, special projects, and, when scheduling permits, participating in education workshops and community outreach. Grading will be on a pass/fail basis. The supervising attorneys will evaluate students; however, the final grade is the responsibility of the Law School faculty advisor.
