Description: This course first identifies the principle means by which local governments--cities, counties, school districts, special districts--finance both the construction and on-going operation of public services and facilities. The methods we examine include both traditional and evolving ways of implementing taxes, user charges, fees, and using debt instruments. The course also describes and analyzes how local governments use a variety of finance instruments--franchise fees, taxes, and impact fees, for example--to finance and to regulate community growth and development.
