Using case studies, real-world examples, and in-class exercises, in the areas of atmospheric and energy policy, the emphasis is on preparing both non-scientists and scientists to use, understand, and critique science in environmental policy applications. Exercises are scaled to the student's background.

President Obama signed comprehensive health reform into law on March 23, 2010. The Patient Protection and Affordable Care Act is an unprecedented joint federal-state initiative, with provisions to expand health insurance coverage, control health care costs, and improve the health care delivery system. This course will focus on the critical implementation period leading up to 2014. We will examine the federal regulatory process, the role that states will play in the expansion of Medicaid and operation of health insurance exchanges, the implications for the federal-state relationship, legal challenges, and Congressional oversight efforts

This is a course in research design. We will discuss some issues in the philosophy of science, then analyze questions of conceptualization, proceeding to problems of descriptive inference, objectivity, and causal inference, including the role of causal mechanisms. The seminar will continue with analysis of how to avoid bias, then tackle issues of historical change. Students will present their own research designs and critique those of their colleagues. Emphasis will be on qualitative research, but the argument underlying the seminar is that the same basic principles of inference apply to qualitative and quantitative research, and that the

Examines historical pathways in shaping recent health policies. Among the topics examined: Medicare's history, failed Clinton reforms, and 2010 health legislation as case studies of diverse pathways toward reform; Ritalin as insight into FDA policy, direct-to-consumer drug advertising, and prescription practices; recent vaccine debates which sit at the intersection of science, consumer beliefs, economics, and state health policy; and physician-assisted suicide in medicine, law, and the courts. Emphasis on analyzing role of government, political ideology, consumers, industry, scientists, and regulatory interests in health policy formation.

This course explores the professed and unspoken goals nations pursue with their health systems and the alternative economic and administrative structures different nations use to pursue those goals. The emphasis in the course will be on the industrialized world, although some time can be allocated later in the course to approaches used in the developing countries, if students in the course desire it.

Course covers the basic concepts and methods of epidemiology and demonstrates how these can be applied to improve population health and reduce health inequities. Topics include: measuring the health of the population, understanding the causes of poor health, developing interventions for improving health, translating evidence into practice, and evaluating the impact of policies and programs. Key epidemiological concepts such as association, bias and confounding are covered, as well as the main epidemiological study designs.

Examines the ethical issues arising in the context of scientific research. Evaluates the role and responsibilities of professional researchers in dealing with plagiarism, fraud, conflict over authorial credit, and ownership of data. In addition, it undertakes a broader inquiry into conceptions of professional integrity, and the responsibilities that scientists have to their research subjects, to their students and apprentices, as well as to society at large.
