3 s.h. Studies American politics by focusing upon the political behavior of citizens, e.g., who participates in politics, how they participate, and what motivates them to participate. Examines social, psychological and cultural variables which effect political participation. Focuses upon voting behavior and political socialization, i.e., how political attitudes and behavior patterns are learned. ( LA) Prerequisite: SoS or 3 s.h. POLS.

Examines the vital role played by the executive branch's public bureaucracy within the American political system by focusing upon the critical linkages between the political process and the administrative process. Topics include administrative organization; administrative power; decision-making theory; representative bureaucracy; the budgetary process; and human resources management. Emphasizes bureaucratic responsibility via accountability to the President, Congress, judiciary, clienteles, and interest groups and public opinion. Prerequisite: SoS or 3 s.h. POLS. ( LA)

Course examines the political processes and participants involved in environmental policymaking in the U.S.; integrates environmental science and political analysis in policy areas including public lands, waste management, energy, water resources, pollution control and biodiversity; analyzes regulation, cooperation and market-based approaches to policy implementation; focuses on national policy, but includes New York State examples and global issues as appropriate. This course will be offered each spring semester. ( LA, CPA, S2) Prerequisite: SoS or 3 s.h. POLS.

3 s.h. A study of the U.S. Constitution and its changing interpretations. Covers the development of Constitutional law, important Supreme Court decisions that have affected the law, and the Constitution today. Prerequisite: SoS or 3 s.h. POLS. ( LA)

3 s.h. Studies the Constitutional development of the concepts of civil rights and civil liberties. While major emphasis is on decisions of the Supreme Court, philosophical, and sociological aspects are also analyzed. Prerequisite: SoS or 3 s.h. POLS. ( LA)

An examination of the nexus between the legal order and the political system in the U.S.; the nature of law and the adversary process; judicial behavior; impact of group pressures on judicial decisions, legalism as an instrument of political authority; and influence of the organized bar. Course explores the political development of the Southeast Asian region by focusing on several countries such as Thailand, Singapore, Malaysia, Indonesia, Vietnam, Myanmar, and the Philippines in a comparative manner. Special attention to the linkages between economic and political development in a nation-building context. Themes covered include decolonization, nationalism, democratization, ethnic conflict, human rights, and political culture. This course will be offered in alternate years. ( LA, HO2) Prerequisite: SoS or 3 s.h. POLS.

3 s.h. Course explores the political development of China, Japan, and the Koreas in a comparative manner. Focus is on the concept of nationbuilding by examining the linkages between politics and economics in a historical context that emphasizes changing political culture and society brought about by rapid economic modernization. Students will study the cultural and economic underpinnings of state legitimacy and the development of democracy and its impediments. This course will be offered in alternate years. 3 s.h. A comparative study of administrative institutions and policies in selected Western nations. Emphasizes administrative structures and functions and policy environments and outputs. Covers major theoretical approaches in comparing administrative structures and policy, including command and control and new public management. (LA)

3 s.h. A comparative political study of selected African countries. Special emphasis on issues of colonialism, decolonization, and nationbuilding in the post-independence period. Discusses problems of leadership, ideology, political culture, and governmental performance within an African context. ( LA, HO2) Cross-listed as ALS 265. Prerequisite: SoS or 3 s.h. POLS.
