    This course is designed to give students an understanding of the formation and implementation of social policy at the local, state, and federal levels. Attention is focused on social welfare policies within their political and historical contexts, the socio-economic forces that impact them, their different effects on populations at risk and other groups, their social justice implications, and their system stabilization and destabilization dimensions. Additional emphasis will be given to the relationship between social work practice and policy, underlying value orientations, the political barriers to policy formation, the skills of political advocacy, and how the legislative, executive, and judicial branches interrelate with social policy.
