The course explores the scope, nature and function of administrative law as it relates to the substantive, procedural and equal protection rights; as well as that law which a reasonably competent public official should know.

Offers conceptual and practical perspectives for understanding and managing organizations. A spectrum of theories of organization will be examined. The concepts and issues to be discussed include mechanical and organismic aspects of organizations, organizational culture and politics, organizational psychodynamics, and recent theories of organizing including the use of networks and privatization.

The course introduces the terminology and processes of budgeting as well as teaches competence in analyzing budgetary problems and proposing solutions. The role of the budget as a tool in expressing priorities in policy choices is emphasized.

This course introduces students to the world of nonprofit management. It covers a broad spectrum of issues including creating a nonprofit, fundraising, recruitment and management of volunteers, the role of program evaluation, and the proper role of a board.

Includes basic instruction on the strategy-making process, fear management, crisis communication, conventional and unconventional threats, civil liberties and security, the role of technology, and intelligence and information collection.
