Examines human rights in modern international history and current debates in policy and practice. Explores the emergence and spread of human rights ideas, institutions, debates and activism from historical, philosophical, legal, and cultural perspectives. The goal is to set contemporary debates about human rights policy in a longer historical trajectory, to better inform considerations of policy options by state officials, NGOs and other actors.
