Surveys the major federal statutes and regulatory schemes relating to environmental quality and analyzes and compares the contrasting approaches to regulation that have been used. Focuses on the interaction of law and policy and considers the role of Congress, regulatory agencies, and the courts in defining and implementing environmental mandates.
