This course explores the impacts from 'small differences' in policies between Canada and the United States. Each comparison involves first describing stylized facts and statistics for both countries, and second critically assessing recent empirical research. The course is designed to engage students in the debate over tradeoffs from key policy options, and to expose them to approaches to program evaluation for generating convincing conclusions.
