The course is divided into three sections: (1) The foundations of ethics and public policy; (2) the methodical analysis of policy proposals; (3) the application of theory and method to contemporary controversies. The primary learning objectives are: (a) recognizing in ourselves the operations of intelligent planning and moral deciding that are preconditions to effective policy making; (b) making deliberate and controlled use of these operations in clarifying and criticizing policy recommendations.
