A study of the relationship of law and policy, and legal decision and educational practice. Among issues addressed are the relationship between schooling and the state, the nature and scope of students' and teachers' substantive and procedural rights, and the many meanings of educational opportunity. Emphasis is given to consideration of the tension among political, professional, and legal authority at the local level and the distinctive policy role of the federal government. Prerequisite: ELAD 6073 and admission to doctoral program.
