The course examines the nature, power, and legal problems of local government units; their relationship to one another and to state government; and their status in a federal system of government. The topics that are covered include formation of local government units; the types of local government units (e.g., counties, cities, towns, borough, villages, townships, authorities, and districts); enabling legislation and municipal charters; home rule; police power; government financing, labor and personnel matters; government contracts; and government tort liability (including civil rights violations).
