The compelling assumption underlying the notion of institutional influences on foreign policy is that a relationship exists between the substance of foreign policy and the process of policy making. Thus, the institutional setting of United States foreign policy will be the primary focus of this course. The various branches of government and the departments and agencies assigned responsibility for decision-making, management and implementation will be examined.
