Topics include: public goals and externalities; the function of the budget; sources of revenue and expenditure; the planning programming-budgetary system ( P P B S); methods of project evaluation; and traditional as well as innovative methods of public finance including property tax, user fee, impact fee, tax increment financing and use of special districts. 3 units
