Maddox. This course is designed to introduce students to the study of Congress and of legislative behavior generally. In particular, the course will examine how the electoral, career, and policy goals of members of Congress shape legislator behavior (voting, constituency service, policy leadership), the structure of the institution (committees, subcommittees, party leadership power), and policy outcomes. We will also consider the institutional context of Congress and the impact of the presidency, interest groups, parties, and voters on policy. In addition, the course will consider congressional behavior within the broader context of representation.
