Introduction to the important and complex issues of natural resource ownership, protection, and regulation in the institutional environment of local, state, and federal laws, implementing agencies, and competing interests in environmental protection. Decision making is examined in the context of the rights and limits of both private parties and the broad public interest in the use and protection of natural resources.
