4 sem. hrs. Examines the basic dilemmas surrounding the issue of human rights in international affairs since 1945. After an overview of the emergence of the "human rights regime," we will explore debatesover the universality of human rights and over the proper way to define them (as civil, economic and social, and/or cultural). Case studies of human rights violations will highlight key policy choices that confront activists, citizens, and policymakers alike. Welch.
