Basic principles of taxation as well as who bears the burden of taxes and the consequences for efficiency, employment, and economic growth. Theory of public goods and externalities including an evaluation of specific programs such as the Kyoto Protocol. Economic principles of income redistribution and social insurance as well as applications to current policy areas such as health, TANF (public assistance), unemployment insurance and Social Security.
