Includes study of relationship of urban growth and infrastructure reinvestment; mechanisms of deterioration; direct and indirect methods of assessment and degradation models; capital finance, budgeting, and programming; planning integration and coordination; quantitative applications in planning; uncertainty and reliability; public-private partnerships; operation and maintenance strategies; and future issues.
