This course will examine the public policy debates surrounding United States' involvement in the Vietnam and Iraq Wars, in the context of larger contemporary conflicts (the Cold War and War on Terrorism). We will study the policy rationales and contested constitutional mechanisms employed to commit the nation to these wars, and the public policy challenges presented by actual warfighting circumstances, including particularly issues of soldier conduct, treatment of civilians and prisoners, establishing goals and measuring success or failure, use of conventional v. unconventional weapons and tactics, and media coverage and information control.
