The economic rationale for the existence of the public sector is examined and the development, passage, and implementation of the federal budget is investigated. Issues such as welfare reform, the growth of entitlement programs, the financing of health care and the theory and practice of taxation are studied. Prerequisite: 302.(4 credits)
