This course covers the history and philosophy of the juvenile justice system, legal procedure in the juvenile court, characteristics of juvenile offenders, theories of causation, and treatment and control of offenders. Special emphasis will be placed on the failure of parens patriae, the birth of constitutional rights for juveniles, and the increased emphasis on personal accountability.
