Emphasis is placed on legal, societal and historical explanations of management decisions and topics including agency autonomy and accountability, elements of the administrative rulemaking process, the nature and role of competing user groups and the influence such groups have over policy outcomes. Discussion is framed in the regional context of the Pacific Northwest. Proficiency Needed: Reading, Writing.
