Description: This seminar will focus on the legal environment of public schools (K-12), including constitutional principles, legislation, agency regulation and judicial decisions which shape the direction of public education. The seminar will address issues related to the role of federal and state government in the governance of public schools, church- state education relationships, compulsory attendance laws, curriculum content, student rights, education of exceptional children; equal educational opportunity, including race, ethnicity and gender issues; school financing and related equity litigation; the teacher employment relationship, including certification, tenure, collective bargaining and academic freedom; and educational choice, such as vouchers and charter schools. Students taking this course will complete a substantial research paper which they will present in class.
