A historical analysis of bilingual/cross-cultural education in the United States. The course covers bilingual/cross-cultural education concepts and the assessment of existing models programs and their impact on Latinos and other language minority students. Bilingual education topics include: historical and legal perspectives, philosophy and goals, program models, first and second language acquisition, ESL, technology, cognitive and affective development of children, minority perspectives on schooling, and empowering language-minority students. Note: restricted to upper-division students. Prerequisite: CALS 458.
